Wayne is the co-owner of Belanger Converter Recycling and Bright Eyes Clinic (Pearle Vision) with his wife Angela. An US Army Veteran originally from Massachusetts, he has been a resident of Todd County for 33 years. Wayne has two children, two step children, and 5 grandchildren. He is an active member of the community, and believes in helping where ever he can. In addition to serving on the Chamber Board, he is also a member of the Rotary Club of Elkton and a member of the Western Kentucky Work Force Board.
Kelly has served as the Executive Director of Pennyroyal Hospice since 2010. He currently serves as the Chairman of the Christian County Aging Council, and is a former board member of Community Medical, as well as a past President of Kiwanis. In addition, he has received numerous Volunteer Service Awards from the office of the U. S. President’s office for his service to Middle School youth. Kelly, Dawn, his wife, and Svanah, their daughter are avid Tennessee Walking Horse enthusiasts.
Kelli Penick is the owner/operator of Twin Pond Outdoors in Guthrie, selling Green Mountain wood pellet grills, fryers, outdoor kitchens, steamer buckets by Swamp Buckets and Rovr coolers. Kelli currently serves at the Todd County Chamber Board Secretary, in addition to serving on the Events, Pageant, and Tourism committees. She also serves on the Pennyrile Regional Energy Agency Board and Farm Credit Advocacy Council.
Mitzi Page is owner of the Purple Daizi Day Spa and Salon. A small business owner since 2012, she has been in the beauty industry for 19 years. In addition to serving as Chamber President and previously as Vice President and Treasurer, Page serves on numerous committees and was named Chamber Volunteer of the Year in 2019.
Tonja is the Principal Broker and Co-Owner of Home Front Real Estate in Hopkinsville, and has over 25 years of experience as a realtor licensed in Kentucky and Tennessee. She is past president of the Todd Co Chamber, and currently serves on the Todd County Chamber board, United Southern Bank Board of Directors, the Green River Academy Preservation Society Board, the Trenton Community Center Board, and is the Hopkinsville Christian and Todd Co Board of Realtors incoming 2026 President. She and her husband Glenn are lifelong Todd Co residents and have 3 adult sons and 3 grandchildren. Spending time with family is Tonja’s top priority. She also enjoys spending time on her family farm, gardening and traveling.
Kelvin DeBerry is a licensed realtor and auctioneer affiliated with Bolinger Real Estate & Auction. In addition to serving on the Chamber board, he is a 4-H Adult Leader and serves on the West Kentucky 4-H Camp Improvement Committee. DeBerry serves on the Todd County Tech Center Steering Committee, as Archery Coach for Adairville Elementary School, and on the Todd County Central High School Hall of Fame Selection Board.
Jill Collins is the retired Director of the Pennyrile Area Agency on Aging and Independent Living for the Pennyrile Area Development District. Jill is a graduate of Morehead State University and is a licensed social worker. She serves on various committees and boards at the local, state and national level. She also serves as the Social Work Consultant for Collins Law where she directs consultations and resource assessments for clients seeking Elder Law Planning services. She assists with identifying long term care resources to support social determinants of health. Jill lives in Todd County with her husband Mark and is a member of Elkton Baptist Church.
Anita Jo Powell is Executive Director of Blount Rural Health Center. She is a Registered Nurse and Certified Rural Health Clinic Professional. Powell has worked in health care administration for two decades with responsibilities over finance, human resources, quality assurance/risk management, marketing, and project management. She serves on the Hopkinsville Community College Advisory Board of Nursing, a member of the Champions Against Drugs Coalition, is active in her church, and is a Rotarian, having previously served as president of the Rotary Club of Elkton. Powell served as the President of the Chamber’s initial board of directors, 2018-2019.
Jen Harris is the owner of Hip Harvest Boutique in Elkton. She is retired from the Todd County Health Department where she served as the public health director for 15 years. She received her BA in Education in 1998, with an emphasis in Exercise Science, from the University of Kentucky; she received her MS in Public and Community Health in 2001 from Austin Peay State University. Jen currently serves as Todd County Chamber Board President, and also serves on the Events and Tourism committees.
Rhonda Caughlin Werner is Recruiter for Ag1Source, a nationally-based agricultural recruiting firm – a position she has held since 2007. She is a graduate of Murray State University with a degree in Agronomy. Werner has served on the Board and as Chair for the Agribusiness Association of Kentucky and on the board of the Certified Crop Advisors of Kentucky Board of Directors Locally,she is a Rotarian and served previously as president of the Rotary Club of Elkton, chairs the Republican Party of Todd County and is Leader of Girl Scout Troop 119.
Christy Stokes is the Todd County Market President for United Southern Bank. She has been with the bank since 1998 and serves on the bank’s Senior Loan Committee, Compliance Committee and ALCO Committee. She is active in the community and her church, as well as volunteering her time with many local children’s groups including football, cheerleading and dance teams.
Tiffany Groves has served as the Todd County Chamber Executive Director since 2020, having previously served as a Board Member since the Chamber’s incorporation in 2018. She is a graduate of the University of Kentucky, and is a member of the Todd County Public Library Board of Directors, the Green River Academy Preservation Society, the Rotary Club of Elkton, the Pennyrile Regional Transportation Committee, the Honorable Order of Kentucky Colonels, and the Daughters of the American Revolution. Tiffany has been a proud military spouse for 28 years and is married to USAF Col Ash Groves.
Camille is a retired educator of 35 years. In her tenure, she held the position of acting Superintendent, Assistant Superintendent and Principal of South Todd Elementary School. She served as the initial board Secretary for the Todd County Chamber and serves on the Petrie Memorial Methodist Church Administrative Council as Finance Chairperson. She enjoys gardening, reading, exercising and spending time with her family and friends.
Kristy Harris is a licensed Real Estate Agent in Kentucky and Tennessee and co-owner of The Harris Team with eXp Realty, where she and her husband have built a successful real estate business over the past 10 years. A member of New Life Worship Center in Elkton, Kristy enjoys being involved in her church community, where her husband serves as Associate Pastor. Originally from New Jersey, she has called Elkton home for almost 8 years. When she’s not working or volunteering, she loves spending time with her Aussiedoodle, Bodi.
Kim is a co-owner of Weathers Drugs with her husband Lance. Originally from Atlanta, Kim has called Elkton home since 2018. Kim graduated with a Bachelors of Science degree in Nursing and worked as a pediatric nurse for 10 years. Since retiring from her nursing career at Vanderbilt Children’s Hospital, Kim has obtained her Certified Pharmacy Technician certificate and is very involved at the pharmacy. Kim serves on the Chamber Events Committee and is currently the PTO President of North Todd Elementary, where her two girls attend school.
